I think he's just a 'misguided' spoiled brat. Obviously he isn't pure evil, if he couldn't kill Dumbledore on the spot, but that doesn't mean that he isn't a bad person. Given the right parents, he might have turned out differently. -shrugs-

totally dependant on your definition of good and bad.

I'd say he's selfish, and he may be bad, but he's not evil.  I think that's probably why people like him.

But find a character who doesn't do the wrong thing at some point in the books.

I feel so sorry for poor little Draco. He wants to make his parents proud, but he doesn't want to actually kill Dumbledore and he's terrified of Voldemort (for good reason). Basically he's just a teenage boy in a difficult situation, with less willpower and direction than Harry.

Oh, I think Draco has quite a lot of willpower.  That's why Snape can't just call him into his office and offer his help.  His willpower and pride is what would make him refuse.

Not to mention, Harry has everyone on his side, whereas Draco believes he has nobody, and has to be suspicious of everybody.

He's a bully and more than just full of bluster. Don't forget the incident on the train. He would have let Harry bleed to death in that train-car.
I also don't think that NOT killing Dumbledore is a reason to think him not evil. (Double negative there?) Evil people can have a failure of nerve and still be evil.

You don't bleed to death from a broken nose.

You choke on your own blood and suffocate.  Everyone knows that.

Unfoundedly Arrogant is how I write him up.  Regardless of his moral choices and his somewhat redeeming end, I don't recall him being portrayed as one of superior talent.  Now Tom Riddle, there's a guy with ambition and skill.  Wholeheartedly evil, yes, but justified in his arrogance.  Draco had wealth and parental status, but that's all.  He was hardly the next Voldemort and therefore not worth our consideration...
